DESCRIPTION
   sqwmys_FailWithoutMail.ksh exit with error and display imput parameters

PARAMETERS
     No mandatory paramter.
OPTIONS
     -h                 : Display the full usage.
     -s                 : Display samples of usage.
     -Locale    locale  : Force Locale for help display (fr,en).
